911 State Coordinator

Employment Type: Part-Time

Salary: $65,000–$80,000 annually, depending on experience and qualifications.
Travel: Significant in-state and occasional out-of-state travel required

Position Overview

The 911 State Coordinator will serve as a statewide resource and advocate for Missouri’s Public Safety Answering Points (PSAPs), helping connect local 9-1-1 operational needs with state-level strategy, policy, funding, technology, and planning.

This position will work closely with PSAP leaders, the Missouri State 9-1-1 Board, professional organizations, technology and service providers, and other key stakeholders. The Coordinator will maintain a strong understanding of the day-to-day challenges facing Missouri’s 9-1-1 community while helping advance statewide priorities, including Next Generation 9-1-1 (NG911), system modernization, operational sustainability, workforce development, and improved service delivery.

The ideal candidate will be a highly experienced Missouri 9-1-1 professional who understands the operational realities of PSAPs, can build trusted relationships across the state, and can effectively translate local needs into statewide strategies and initiatives.

Key Responsibilities

PSAP Support & Operational Assistance

  • Maintain a strong connection to the daily operational realities and needs of PSAPs throughout Missouri.

  • Serve as a trusted resource to PSAP directors and leadership on:

    • Staffing and workforce challenges

    • Vendor management

    • Operational best practices

    • Funding opportunities

    • Long-term sustainability strategies

  • Help PSAPs identify and access appropriate resources, expertise, and technical or operational assistance.

  • Identify emerging issues and communicate the needs and priorities of PSAPs to state leadership.

  • Serve as a critical link between local PSAP operations and state-level decision-making.

Communication, Outreach & Engagement

  • Maintain a high level of accessibility, responsiveness, and engagement with PSAPs across Missouri.

  • Develop and maintain strong relationships with PSAP leadership through:

    • Regional meetings

    • Training and educational opportunities

    • Statewide workshops

    • Regular communications and updates

  • Promote consistent messaging, terminology, expectations, and understanding across Missouri’s 9-1-1 community.

  • Coordinate statewide activities in a manner that complements existing conferences, associations, and professional development opportunities.

  • Prioritize face-to-face engagement to build trust, understand local challenges, and strengthen statewide partnerships.

  • Develop communication strategies that ensure PSAP leaders are informed of important state and national developments.

Education, Technology & Industry Awareness

  • Monitor and communicate emerging developments affecting the 9-1-1 industry, including:

    • NG911 technologies and requirements

    • Emerging technology and innovation

    • Industry trends and best practices

    • Funding opportunities

    • Regulatory and policy developments

  • Help PSAPs understand and prepare for future changes affecting Missouri’s 9-1-1 system.

  • Identify educational opportunities and resources that can strengthen PSAP operations and leadership.

Stakeholder Collaboration & Partnerships

  • Foster strong working relationships with professional organizations, chapter groups, and other key stakeholders, including:

    • Missouri NENA

    • Missouri APCO

    • 911 Directors Association

    • Other organizations representing Missouri’s 9-1-1 community

  • Serve as a point of coordination among local PSAPs, the State 9-1-1 Board, professional organizations, vendors, and other partners.

  • Encourage collaboration and information sharing across Missouri’s 9-1-1 community.

  • Help align messaging, strategy, and priorities to support a unified statewide approach to 9-1-1 advancement.

State 9-1-1 Board Support

  • Work collaboratively with C2C and The Penman Group to keep the State 9-1-1 Board informed about:

    • Statewide initiatives

    • Emerging trends

    • Operational challenges

    • PSAP needs and priorities

    • Issues affecting the delivery of 9-1-1 services

  • Provide regular updates and information to support informed Board decision-making.

  • Ensure the Board maintains awareness of both statewide priorities and local operational challenges.

  • Assist in identifying opportunities for the Board to better support PSAPs and advance Missouri’s 9-1-1 system.

Policy, Funding & Advocacy

  • Help align local PSAP operational needs with state-level funding, policy, and strategic planning efforts.

  • Support PSAPs and other stakeholders in identifying and pursuing appropriate funding opportunities.

  • Support efforts to improve organizational policies, procedures, and operational practices.

  • Assist with policy development and legislative initiatives that enhance:

    • 9-1-1 capabilities

    • System modernization

    • Operational effectiveness

    • Long-term sustainability

  • Support statewide funding initiatives designed to strengthen Missouri’s 9-1-1 infrastructure.

  • Advocate for statewide priorities that improve 9-1-1 service delivery and operational effectiveness.

NG911 Implementation & Strategic Advancement

  • Support the successful implementation, advancement, and ongoing evolution of Next Generation 9-1-1 (NG911) throughout Missouri.

  • Help coordinate statewide efforts to align strategy, priorities, and implementation activities.

  • Identify challenges and opportunities associated with NG911 implementation and modernization.

  • Promote innovation, collaboration, and best practices throughout the statewide system.

  • Help position Missouri for long-term success through modernization, innovation, and sustainable system development.

Qualifications

Required

  • Minimum of seven years of professional experience in Missouri 9-1-1 operations, NG911, or a closely related industry.

  • Demonstrated understanding of PSAP operations and the challenges facing 9-1-1 agencies.

  • Strong knowledge of Missouri’s 9-1-1 environment and stakeholder community.

  • Demonstrated ability to establish and maintain productive relationships with diverse stakeholders.

  • Excellent written and verbal communication skills.

  • Strong organizational, project management, and problem-solving skills.

  • Ability to work independently while coordinating effectively with state and local partners.

  • Ability and willingness to travel extensively throughout Missouri and periodically out of state.

Preferred

  • Previous experience as a PSAP director, 9-1-1 administrator, NG911 professional, or senior 9-1-1 industry leader.

  • Experience working with the Missouri State 9-1-1 Board or other state-level 9-1-1 organizations.

  • Experience with NG911 implementation or modernization initiatives.

  • Familiarity with state and federal funding opportunities affecting 9-1-1.

  • Experience working with professional associations such as NENA, APCO, or similar organizations.

  • Experience with legislative, regulatory, or public policy initiatives affecting 9-1-1.

Ideal Candidate

The successful candidate will be a respected and experienced member of Missouri’s 9-1-1 community who understands both the operational realities of individual PSAPs and the broader strategic issues facing the state’s 9-1-1 system.

This person should be comfortable working with PSAP directors, elected and appointed officials, state policymakers, professional associations, vendors, and other industry stakeholders. The position requires someone who can build trust, listen effectively, identify common challenges, and turn those insights into meaningful statewide action.

The Coordinator will be expected to be highly visible and accessible within Missouri’s 9-1-1 community and to serve as a credible, collaborative voice for PSAPs and the advancement of the state’s 9-1-1 system.

Compensation & Work Schedule

  • Salary: $65,000–$80,000 annually, commensurate with experience and qualifications.

  • Hours: Part-time, averaging approximately 20 hours per week.

  • Benefits: No employer-provided benefits are included with this part-time position.

  • Travel: Regular travel throughout Missouri is required, with occasional out-of-state travel.

  • Because of the statewide nature of the position, some evening or weekend participation in meetings, conferences, or events may occasionally be required.
